How do you recommend starting the 2001 passat wagon when it has sat out in -40 degree weather for 2 days?

5 Really all the starting work is helpful with prep but it you haven't prepped the best way is to make sure the battery is charged and just start it. Since it hasn't been started and sitting in negative degree weather let it run at least 30-45 mins so that the fluids can reach proper temp and viscosity so you don't start damaging internal parts and then fill it to at least half a tank of gas so that the fuel pump doesn't work so hard and it doesn't cause premature wear of the pump. I also suggest dry gas, it's a liquid (usually small 10 oz bottle best one is by a company called "Heet") but with the car sitting like that you get frost inside the tank which causes water and dry gas helps to remove that moisture out the tank and in the exhaust safely. Remember though you only need one bottle too much can cause premature wear of your intake, after that she should be good as new
