left rear seat belt is locked in the retacted position and will not extend...

left rear seat belt is locked in the retracted position and will not unratchet and extend. I can not find a way to get it to extend with out dismantling the belt from the floor of the car. I believe that is a two person project. Any help would be appreciated.Thank you GRC
