My headlights and brights are really dim on 92 Dod...

My headlights and brights are really dim on 92 Dodge Stratus; in fact, the brights are no brighter than my headlight so I'm afraid to drive in an area without street lights. I've changed the bulb, but no different result. What could be my problem? Thanks.
